UN Security Council
The Security Council is responsible for maintaining international security. This council consists of 15 members tasked with identifying situations that pose a risk to peace, debating these issues, and proposing changes or terms of agreement. In certain situations, the Security Council has the authority to impose sanctions or permit the use of force to reestablish international peace.

There are three special rules pertaining to UNSC's Rules of Procedure, as follows:

A majority consists of 9 affirmative votes.

Any substantive vote is subject to veto by the 5 permanent members (US, UK, RF, France, PRC).

All substantive votes are by roll call.
